NZ Transport Agency Waka Kotahi is seeking feedback on a proposal to toll the new Belfast to Pegasus Motorway and Woodend Bypass.

Funds collected would go towards construction, maintenance, and operation of this road. This would ensure the road remained safe and resilient while not drawing on new transport funding.

The proposal includes two toll points: one north of Pineacres (Woodend Bypass section) and one south of Pineacres (between Pineacres and SH71 Lineside Road).

The toll prices being consulted on are $1.25 at each toll point for light vehicles and $2.50 for heavy vehicles, with a total cost of $2.50 for light vehicles and $5 for heavy vehicles for the full length of the motorway. (toll prices are in 2025 dollars, and may have altered when the road opens in four years’ time)

Alternative routes that avoid the tolls are available; these include the existing SH1 route through Woodend township and Williams Street and Smith Street at the southern end of the project.

Traffic modelling shows that around half of all the potential motorway users will use the alternative routes to avoid the tolls. However, the Woodend township will still see a significant drop in vehicle numbers once the new highway opens. Traffic numbers on Williams Street, Smith Street, Revells Road and other local roads will see a significant increase in traffic.
