NZ Transport Agency Waka Kotahi is seeking feedback on a proposal to toll the new Belfast to Pegasus Motorway and Woodend Bypass.

Consultation is open Tuesday 12 August until 5pm Tuesday 9 September 2025.

NZTA proposes tolling of the Belfast to Pegasus Motorway and Woodend Bypass to support the construction, maintenance and operation of the new road, ensuring it remains safe and resilient.

Tolling provides a way for users of a road to contribute towards the costs of building, operating and maintaining the road, so existing funding can be redirected to new projects, getting them started sooner.

Proposal:

The proposal includes two toll points: one north of Pineacres (Woodend Bypass section) and one south of Pineacres (between Pineacres and SH71 Lineside Road).

The proposed toll prices being consulted on are:

Light vehicles: $1.25 at each toll point with a total cost of $2.50 for the full length of the motorway

Heavy vehicles: $2.50 at each toll point with a total cost of $5.00 for the full length of the motorway

Toll prices are in 2025 dollars and apply 24 hours per day and may have altered when the road opens in four years.

All toll roads in New Zealand must have a viable, untolled alternative route available to road users. These include the existing SH1 route through Woodend township and Williams Street and Smith Street at the southern end of the project.

Traffic modelling indicates that a portion of motorway users may opt for these alternative routes. While the new highway is expected to reduce traffic volumes through Woodend township, some surrounding roads, including Williams Street, Smith Street, Revells Road, and others, may experience changes in traffic patterns as travel behaviours adjust.

The tolls were determined by comparing different options to find a scheme that balanced helping cover some of the motorway’s construction, maintenance and operation costs, while avoiding pushing too much traffic back onto other parts of the road network.
